Cuireadh tús leis an gcóras oideachais náisiúnta (bunscoile) i mí Dheireadh Fómhair 1831. Ní de thoradh reachtaíochta a thárla sé ach de bharr an "Stanley Letter" - litir ó Edward Stanley, príomh-rúnaí na hÉireann ag an trá, go dtí diúc Laighean, céad cathaoirleach an nuabhoird, in ar leagadh amach go ginearálta modh oibre an - National Board of Education.
B'í bunchloch an chórais ná na scoileanna deonacha táille a bhí ag feidhmiú cheana féin.
D'fhéadfadh an tiarratasóir cabhair airgid a lorg ó'n National Board ar an gcoinníoll go mbeadh (i) láthair oiriúnach scoile faighte cheana féin; (ii) ? costas tógála, cóiríocht na scoile agus táille mhúinteora infhaighte comh maith. Thugtaí tús áite nó ar a laghad cluas fhabhrach le comhiarratas ó hiarratasóir Caitliceach is Prodastúnach i dteannta a chéile. Bunaíodh na scoileanna ar bhonn neamh-shainchreidmheach; ní ceadaíodh suaitheantais cráifeacha sna scoileanna; ceadaíodh teagasc creidimh ach é réitithe ag uair nó lá cinnteach. B'é an Board a rialaigh agus a sholáthaigh na leabhair scoile. Deineadh an teagasc tré Béarla amháin. Nuair a ghlacadh leis an scoil sa chóras tugadh uimhir rolla leithleach di in órd sheicheamhach.
Sa bhliain 1846 bhí 3,637 bunscoileanna ag gníomhú, 439 acu san lonnaithe i gCúige Connachta.
Ós na 1840ú ar aghaidh thárla gur iarratasóirí sainchreidmheacha - Caitliceacha, Prodastúnacha agus Preispitéaracha a sheol iarratais, go neamhspleách dá chéile, chun an Board. Ghlactaí leo go neamh fhoirmeálta - scoileanna neamh-dhílsithe - non-vested schools - d'íoc an Board as tuarastail na múinteoirí agus trealamh na scoileanna, ach thuit costas an fhoirgnimh ar an bparóiste. Bhí 70% do na scoileanna cláraithe amhlaidh sa bhliain 1870 - an bhliain gur ghlacadh go hoifigiúil le bainistíocht shainchreidmheach na scoileanna.
Idir 1872 agus 1898 d'fholíontaí tuarastal na múinteoirI de réir thorthaí scrúdaithe leanaí scoile, a chaith 90 lá in aghaidh na bliana, ar a laghad, ar scoil. Cuireadh Deireadh leis sin sa bhlain 1898.
Sa bhliain 1879 ceadaíodh Gaeilge a mhúineadh mar ábhar breise.
Ag druidim i dtreo dheireadh an 19ú agus an rialtas ag tástáil mhodhanna nua-riarthóireachta áitiúla do na scoileanna náisiúnta, chuireadh an Eaglais Chaitliceach in Éirinn bac le aon aithrithe agus sheas sí an fód - níor theastaigh uaithe aon laghdú chomhachta i mbainistíocht agus riarthóireacht na mbunscoileanna.
